Blanch beef brisket in boiling water for 5-10 minutes to remove impurities. Drain and rinse with cold water.
In a large pot, combine the blanched beef brisket, ginger, spring onions, soaked dried tangerine peel, star anise, light soy sauce, sugar, and water/beef broth.
Bring to a boil, then reduce heat to low, cover, and simmer for 1.5 hours (90 minutes).
Add daikon radish to the pot and continue to simmer for another 1 hour (60 minutes), or until beef brisket and daikon are very tender.
Season with salt before serving. Remove star anise, ginger, and spring onions before serving.
