Wash pork spare ribs and pat dry. In a large bowl, combine ribs with preserved black olives, minced garlic, minced ginger, light soy sauce, sugar, Shaoxing wine, cornstarch, cooking oil, and white pepper. Mix well and marinate for at least 15 minutes.
Prepare a steamer. Once the water is boiling, place the marinated ribs in a shallow, heatproof dish.
Steam the ribs over high heat for 15-20 minutes, or until the pork is tender and cooked through. Cooking time may vary depending on the thickness of the ribs.
Garnish with chopped scallions and serve immediately with steamed rice.
