Rinse the salted lemon slices under cold water, then finely chop them. Remove any seeds.
In a large bowl, combine the chicken pieces with the chopped salted lemon, half of the julienned ginger, Shaoxing wine, white pepper, sugar, cornstarch, and oyster sauce. Mix well to coat the chicken evenly. Let it marinate for at least 15 minutes.
Arrange the marinated chicken pieces in a single layer on a heatproof plate. Drizzle with sesame oil. Place the remaining julienned ginger and green onions on top of the chicken.
Bring water to a rolling boil in a steamer. Carefully place the plate with the chicken into the steamer. Steam for 25-30 minutes, or until the chicken is cooked through and tender.
Carefully remove the plate from the steamer. Serve immediately with hot steamed rice.
