Soak dried squid in warm water for 20 minutes until softened, then finely dice.
In a large bowl, combine minced pork, diced dried squid, and diced water chestnuts.
Add soy sauce, oyster sauce, sesame oil, white pepper, cornstarch, and water to the mixture. Mix well in one direction until everything is thoroughly combined and slightly sticky.
Transfer the mixture to a heatproof plate, flatten it evenly. Drizzle with cooking oil.
Steam over high heat for 15-20 minutes, or until the pork is cooked through.
Garnish with chopped spring onion before serving.
