Grind roasted black sesame seeds with icing sugar until fine. Add vegetable oil (for paste) and mix well to form a thick paste. Divide into small portions.
In a bowl, combine glutinous rice flour, wheat starch, and granulated sugar.
Gradually pour hot water into the dry mixture, stirring until it forms a soft, pliable dough. Knead lightly.
Take a small portion of dough, flatten it into a disc, place a small portion of black sesame paste in the center, and seal to form a ball. Gently flatten into a cake shape. Repeat for all cakes.
Heat vegetable oil (for pan-frying) in a non-stick pan over medium heat. Place the cakes in the pan and pan-fry until golden brown and crispy on both sides.
Remove from the pan and serve warm.
