Wash and julienne the cucumber. Wash and slice the tomato. Peel and finely grate the fresh ginger.
In a small bowl, combine mentsuyu and water (for mentsuyu). Stir well and chill in the refrigerator.
Bring a large pot of water (for boiling) to a rolling boil. Add somen noodles and cook according to package directions, typically 2-3 minutes.
Once cooked, immediately drain the somen noodles using a colander. Rinse thoroughly under cold running water, then transfer to a bowl of ice water to chill completely.
Drain the chilled somen noodles well. Divide them into serving bowls, top with prepared cucumber, tomato, and grated ginger. Serve immediately with the chilled mentsuyu dipping sauce on the side.
