In a saucepan, combine water, agar-agar powder, and granulated sugar. Stir well until the agar-agar and sugar are dissolved.
Heat the mixture over medium heat, stirring constantly, until it comes to a boil. Reduce heat and simmer for 2 minutes to ensure agar-agar is fully dissolved.
Add coconut milk, salt, and evaporated milk (if using) to the saucepan. Stir well to combine. Do not boil the mixture after adding coconut milk.
Remove from heat. Pour the mixture into a mold or individual serving bowls.
Let it cool to room temperature, then refrigerate for at least 1 hour, or until fully set.
Once set, cut into desired shapes and serve chilled.
