Prepare wok over medium-high heat. Add vegetable oil and heat until shimmering.
Add sliced garlic to the hot oil and stir-fry gently until edges turn golden and crispy, being careful not to burn.
Remove crispy garlic with a slotted spoon, leaving as much oil in the wok as possible.
Increase heat to high. Add choy sum to the wok and stir-fry quickly, tossing continuously for even cooking.
When choy sum is nearly tender-crisp, drizzle anchovy oil over the vegetables.
Add salt, white pepper, and light soy sauce to the wok. Toss everything together quickly to combine flavours.
Transfer to serving plate immediately and top with the reserved crispy garlic pieces.
