Rinse the black glutinous rice thoroughly. Soak it in water for at least 30 minutes, or preferably 1-2 hours.
Rinse the dried longan meat under running water.
Drain the soaked rice. Combine the drained black glutinous rice and water in a pot. Bring to a boil, then reduce heat and simmer for 30-40 minutes, or until the rice is tender and chewy. Stir occasionally to prevent sticking.
Add the rinsed dried longan meat and rock sugar to the pot. Stir until the rock sugar is fully dissolved. Continue to simmer for another 5-10 minutes.
Pour in the coconut milk and stir gently to combine. Heat through for about 1-2 minutes, but do not boil.
Ladle the Black Glutinous Rice with Longan and Coconut Milk into serving bowls and serve warm.
