In a bowl, combine beef short ribs with minced garlic, freshly ground black pepper, light soy sauce, dark soy sauce, oyster sauce, sugar, cornstarch, cooking oil, and sesame oil. Mix well and marinate for at least 20 minutes (or longer in the fridge for better flavor).
Arrange the marinated beef short ribs evenly on a steaming plate.
Steam over high heat for 25-30 minutes, or until the beef short ribs are tender.
Garnish with chopped spring onion before serving hot.
