In a small pot, combine Hoisin Sauce, Peanut Butter, Sugar, and Water. Heat gently over low heat, stirring constantly until the sauce is smooth and well combined.
If the Sesame Sauce is too thick, thin it with a teaspoon of warm water to a pourable consistency.
Arrange the hot Cheong Fun on a plate.
Drizzle Sweet Sauce, Light Soy Sauce, Sesame Sauce, and Chili Sauce (if using) generously over the Cheong Fun.
Sprinkle with Toasted White Sesame Seeds and serve immediately.
