Wash water spinach thoroughly, trim off tough ends, and cut into 2-inch sections. Mince the garlic cloves.
Heat cooking oil in a wok or large frying pan over high heat until shimmering.
Add minced garlic to the hot oil and stir-fry quickly until fragrant, about 15-20 seconds. Be careful not to burn it.
Add the water spinach to the wok. Stir-fry vigorously for 1-2 minutes until it starts to wilt.
Season with salt and sugar. Add water, stir well, then cover the wok for 30 seconds to allow the water spinach to steam briefly. Uncover and continue to stir-fry for another minute until cooked through but still crisp. Serve immediately.
