Rinse red beans and soak in water overnight, or for at least 4 hours.
Drain the soaked red beans. Add fresh water to a pot with the red beans.
Bring to a boil, then reduce heat and simmer until the red beans are very soft and mushy, stirring occasionally.
Add rock sugar to the red bean mixture and stir until dissolved. Mash some of the beans for a thicker texture.
In a separate bowl, combine glutinous rice flour, water, and granulated sugar. Mix until a smooth dough forms.
Roll the dough into small, bite-sized balls.
Bring a small pot of water to a boil. Add the glutinous rice balls and cook until they float to the surface. Continue cooking for another minute.
Scoop out the cooked glutinous rice balls and immediately transfer them to the warm red bean pudding.
Serve warm or chilled.
