Place cod fillet in a heatproof dish. Scatter half of the julienned ginger over the fish. Steam over high heat for 8-10 minutes, or until cooked through.
While the fish is steaming, heat cooking oil in a small pan. Fry the remaining julienned ginger until golden brown and crispy. Set aside.
Once the fish is cooked, carefully drain any excess liquid from the dish. In a separate small bowl, combine light soy sauce, water, sugar, and sesame oil to make the sauce.
Pour the sauce over the steamed cod. Garnish with chopped spring onion and the crispy fried ginger.
