Deseed and cut the red, yellow, and green bell peppers into strips.
Mince the garlic cloves. Chop the spring onion into small pieces.
Open the can of dace with black beans. Carefully transfer the dace and black beans into a heatproof dish. Arrange the bell pepper strips and minced garlic around and on top of the dace.
Place the dish into a preheated steamer and steam for 8-10 minutes.
Carefully remove the dish from the steamer. Sprinkle the chopped spring onion over the steamed dace and bell peppers. Heat the cooking oil in a small pan until smoking, then carefully pour the hot oil over the spring onion to release its aroma. Serve immediately with rice.
