Heat cooking oil in a wok over high heat. Add minced garlic and stir-fry until fragrant, about 15-30 seconds.
Add long beans and stir-fry for 2-3 minutes until slightly tender but still crisp.
Stir in preserved olive vegetables, sugar, white pepper, vegetarian oyster sauce (if using), and water. Continue to stir-fry for another 2 minutes.
Taste and adjust seasoning if needed. Serve hot with steamed rice.
