In a bowl, combine soy sauce, sesame oil, sugar, garlic, ginger, and mirin. Mix well to create marinade.
Add beef slices to the marinade and toss to coat evenly. Let sit for 10 minutes.
Heat vegetable oil in a large wok or skillet over high heat until smoking.
Add beef with marinade to the hot wok. Stir-fry continuously for 4-5 minutes until beef is cooked through and sauce is caramelized.
Divide cooked rice into serving bowls.
Top rice with beef bulgogi. Garnish with green onions and sesame seeds.
